In this game you can't have 2nd city, you can only colonial city..
But I do not know how many you can have the colonial cities.
They do have some rules about colony.
1. you must lower the city security value below 20.
you can't see the city security value, all you can do is attack and attack again.
2. The city's security value will drop when you perform a successful attack.
If your city center LV is higher than the city you attack, the security value will drop by 1.
If your city center LV is lower, then security value will drop more, but I have no idea how many it will drop.
3. Even the city pretor don't have any army and no any troops garrison on that city,
the city still have a basic defend force and that is the city wall, bunker, turret and missle turret.
So if you intend to attack this city it is better scout first.
4. You may request resources from colonial city.
I believe you can request once per day, but this is not confirm yet.
the colonial city remain 3 days.
